Add Debug::RETHROW_UNSAFE_EXCEPTIONS flag
...
This allows for a more granular default for which Exceptions are thrown, taking
the settings made through the ClientAware interface into account.
- Add docs
- Add a test case
- Differentiate clearly from other test
